   In continued light of the Dragon Witch's terrorization on the City of Regalia, and with recent appearance of a second Dragon, His High Grace, Consul Ulric Adelhard Typhonus, in conjunction and cooperation with His Grace, Consul Vulmar Augustin Ravenstad, makes the following statements and remarks to the populous of the Empire.
   
   

   1. In light of the latest attack by the Dragon Witch on a sitting session of the State Assembly, the State Assembly held an unannounced private Assembly in a secure location to discuss the current affairs of the State. His Holy Imperial Majesty, Cedromar the First, was in attendance. The collective government, in tandem with the wishes of the Emperor, have decided that in order for the Empire to remain steadfast, the City, as well as its people and its government, must not cower, as this is exactly the disorder that the Dragon Witch wishes to create. As such, the State Assembly shall resume its announced sittings within the Imperial Chancellory. His High Grace personally urges the loyal citizens of the Empire to pick up their tools and trades, and continue to serve the Great Way through whatever means they can, so that the State may continue to stand firm against the threats it faces.

   2. The State Assembly, working upon the divine guidance of His Holy Imperial Majesty the Emperor, makes the following statement with regards to the appearance of a second Dragon: Seeing as how the Second Dragon was witnessed attacking the Dragon Witch, (now known to be named "Rikkira") whilst displaying the Regalian Banner, the State Government and Emperor now perceives this turn of events as a sign of providence from the Imperial Spirit. Potentially giving legitimacy to the claim that the Spirit held patronage in the Dragons in the years before the Holy Empire, it is currently presumed that this Second Dragon serves the Imperial Spirit and the Divine Emperor, and as such, is not to be hindered, so long as it continues to serve the cause of the Empire by combatting the witch Rikkira.

   3. In light of recent actions between the Peerage, the offices of the Consuls would like to make public a warrant regarding the search of the city estate of the House d'Ortonnaise. The State is currently investigating the circumstances surrounding the death of Reverend Anthonius Gewitterman, and the continuity of the investigation required the search of the d'Ortonnaise estate for related leads. The investigation was conducted with the consent and under the watch of Admiral Alexander d'Ortonnaise, and their rights as members of the peerage were respected. While nothing was discovered in this instance, the peerage is advised to cooperate with the State as the investigation proceeds. Concerns should be brought to the immediate attention of either Consul, or to the State Assembly at large.

   4. To combat the rising threat of Dragon Worship in the City, as well as traitors disloyal to the State and Emperor, the State announces the creation and chartering of an Arcane Task Force to respond to the threat of the apparent mind-manipulation of Imperial citizens. Ex-officio, this Force is to be headed by Lord Jared Luchs Kade by grace of his status as Grand Commissioner. Further information and announcements concerning this force will come from the Grand Commissioner's office in due time.

   5. As the war in Daen progresses, the State implores that members of the aristocracy, who are able, to purchase ships and see them dedicated to the State in response to the Elven fleet that has amassed along the coast of the continent. The General-Staff has a contingency in order to defeat the naval threat, but more ships are required. His High Graces implores the peerage to think of their duty to the Great Way and to Unionism.

   6. By prerogative of Consul Ravenstad, the Regalian Order of Chevaliers are officially chartered for the right to bear non-military grade weaponry in the Imperial City, and the right to train fighters. As such, they are formally placed under the jurisdiction of Grand Commissioner of Regalia, Jared Kade, for supervision.
